In today’s fast-paced world, characterized by unprecedented challenges, integrity stands as a cornerstone of success for both businesses and government institutions. The convergence of the digital revolution, the shift toward a low-carbon economy, and intricate geopolitical dynamics have heightened the complexity of maintaining accountability, transparency, and integrity. Establishing business integrity generates virtuous cycles that benefit both companies and the global community. By reducing the costs of corruption and crime, business integrity also stimulates economic growth, builds trust among stakeholders, and levels the economic playing field.
Introducing GPS
Through its “Galvanizing the Private Sector as Partners in Combating Corruption” initiative (GPS), the United States Department of State is making its largest-ever investment in strengthening global business integrity. In tandem with the Organization for Economic Co-operation and Development (OECD), the Center for International Private Enterprise (CIPE) is expanding the initiative globally and intensifying local activities to combat corruption.
In 2024-2025, CIPE is launching regional hubs and joining forces with businesses, governments, and civil society organizations to boost integrity in emerging markets and offset the human, economic, and geopolitical costs of corruption worldwide.
Objectives
Build Public-Private Partnerships: Foster new collaborations between government and business in combating corrupt practices by establishing collective action initiatives at national and regional levels.
Improve Business Practices: Ramp up implementation of business integrity standards among multi-nationals and small- and medium-sized enterprises (SMEs) in emerging markets.
Advance Public Policy: Drive business integrity agendas forward among governments and regional blocs by identifying reforms, incentives, and rules that level the economic playing field and strengthen business integrity practices
Strengthen Anti-Corruption Advocacy: Facilitate dialogue between civil society actors and private enterprises to enhance mutual understanding of issues and cultivate a joint commitment to fighting corruption.
Key Activities
Launch Regional Integrity Hubs
To ensure a global level playing field, improve investment opportunities, and capture regional context to inform international policies, CIPE will join forces with stakeholders in Africa, Asia, and Latin America. In each region, CIPE will build multi-stakeholder communities to gather regional insights, discuss challenges, and implement strategic solutions to combat corruption and support integrity reforms for the public good.

Harness Industry Transformations
CIPE will support leaders in strategic sectors to identify and address governance risks. Initially, CIPE will engage companies across the critical minerals value chain, (“from mine to market”), to examine risks and design solutions to promote integrity.
Strengthen SME Engagement in Anti-Corruption
In each region, CIPE will develop platforms and expand access to tools to enable SMEs to adopt internal integrity controls and identify actionable solutions within the supply chain. This will include scaling the Ethics 1st integrity platform in Africa and in other regions.
